Where we currently live, officially on a no through road, as the public highway stops half a mile up the road, where there is a gated military road across a range, we used to get very little traffic. Then the military road was left open for 364 days a year and it's now used as an East-West rat run, so has massive traffic volumes morning and evening on weekdays. The Parish Council have repeatedly asked for traffic calming measures, but Wiltshire Council refuse, on the basis that it's officially an unclassified road that's a cul-de-sac (the military road isn't even on sat navs) so it cannot have any through traffic at all.
What's happened is that several villagers have got together and they deliberately park their cars on the lane, creating chicanes that slow down the traffic and dissuade some from using it as a short cut, due to the tailbacks. The highways people then came out with the intention of painting double yellow lines, to stop this parking, because apparently an emergency service had complained. They didn't get far, as a knowledgeable chap on the PC pointed out that it was an unclassified road that was officially a cul-de-sac, so couldn't possible have any traffic build up to delay an emergency vehicle.
They've gone away to look at putting in traffic calming measures now....................
