I can see that the vendor would take the opposite view as it will cost them money. Personally I made very sure of the sight lines for access to our plot (I bought them outright). I wouldn't have purchased the plot otherwise.

I contested this, pointing out that a neighbouring plot had been granted permission on the basis of only needing 60 metres of visibility and no obligation to demonstrae control over the land.
The planners referred it back to highways, who said in the case of unfenced land, the first 3 metres is deemed to be "the highway" and stated that if anyone planted or errected anything on this unfenced land that blocked my visibility splay to refer it to them and they would deal with it.
So on that basis my PP was granted with no obligation for me to have any control over the visibility splay.
Can you go back to your planners and try and get that condition modified on the basis that the visibility splay exists and is considered part of the "highway" and so you don't need to demonstrate any control over that land.
(check of course the same rules apply in NI)

If all you need is visibility over this land, not an actual right of way, I don't see a problem.
