Vat Refund Timings

From HRMCs website I get this:
"The building work and materials have to qualify and you must apply to HM Revenue and Customs (HMRC) within 3 months of completing the work."
So I’m assuming that the 3 months starts from the data the building control certificate is issued, but wondering that if after that data I buy more materials to complete the landscaping and driveway if I can add them to the application. Or is the date on the certificate essentially the cut-off date?

"The three months will usually run from the date of the document you are using as your completion evidence".
That would normally be the Completion certificate but it also says..
"If you do not have a Completion Certificate yet, we will accept one of the following documents:"
This doesn't really help your case but it allows others to get their VAT refund before Building Control Completion. That can be handy if money is tight.
