I'd also suggest you try another supplier and mention up-front your guidance from the VAT office.
Our ground worker has being doing quite a few facilitating jobs on the site prior to the main works and all have been invoiced as zero rated (we're soon demolishing and rebuilding). He just asked for the planning approval reference for his records.

In this case, as a conversion and removing sludge from the tank, the guidelines are as clear as the sludge...it could be interpreted that the job was to allow access and drainage, but that is not really clear.
On reflection, I can see why they might regard it as 20?%, but unless HMRC gave assurance of that, the supplier have to err on the side of caution. On the plus side, even with the extra VAT, they are still the same price as the next lowest quote at 5%, so picking another supplier wouldn't have made much difference.

That might be in VAT 708 but I'm on my phone and a flaky internet connection at the moment.

I have just had the (zero rated) bill for my foundation work.
It just stated a price. No breakdown of materials and labour etc.
So I asked the builder for this breakdown. He says he's happy to provide that, but in order to zero rate it, the invoice must look like a package of work for an agreed price?
